Fifa president Sepp Blatter says future World Cup finals should not be decided by penalty shoot-outs. Italy beat France in the 2006 final on penalties and Blatter hinted changes may be made in South Africa in 2010.
He said: "When it comes to the World Cup final it is passion, and when it goes to extra time it is a drama.
"But when it comes to penalty kicks it is a tragedy. Football is a team sport and penalties is not a team, it is the individual."
He said a replay or gradually deducting players in extra time would be a better solution.
"We have four years or so, so I think we have time," Blatter told a Swiss Chamber of Commerce event in Zurich.
"Maybe to replay the match if it's the final, you can't do that through the tournament because of lack of time. Maybe to take players away and play golden goal," Blatter said, adding that discussions would start soon.
West Germany won the first penalty shoot-out in the tournament, beating France in the 1982 semi-final.
Blatter also criticised the high salaries paid to footballers, calling them immoral, and said Fifa would take on the issue as clubs in some countries price spectators out of stadiums in order to pay huge wage bills.
"It is not moral, it is definitely not good for our sport," he said. "They pay too much money to the players. There is an imbalance in their finances and they try to get money by all means."

Reducing players is a stupid idea. Replay maybe, but what happens if they draw a couple of times?

deducting players? imagine the situation: after 7 matches in a month, players would be really tired. I f they had to play 7 vs 7 in the extra time, nobody will run more than 5 or 6 metres man. penalties is the right solution after 2 hours of game

Its a shit way to end a final, a stupid way to determine who'll be world champions or whatever, but I don't see a way around it. Replays would just make the final lose its magic.

Rolling Subs during Extra Time i think is a good idea, but as for pens, i think once they were a solution, but not anymore because some teams are quite simply unbeatable against it, Germay in that last world cup were outstanding, theyre pens were unsavable, and Jens went the right way nearly everytime meaning only a good pen could beat him. But is there any other solution i guess

Obviously it could only be used in the final, and the last thing these players need is another 120 minutes of football and 4 extra days of competition. The World Cup is already ridiculously long, and burnout would only be significantly increased for the top players. Rolling Subs during Extra Time i think is a good idea, but as for pens, i think once they were a solution, but not anymore because some teams are quite simply unbeatable against it, Germay in that last world cup were outstanding, theyre pens were unsavable, and Jens went the right way nearly everytime meaning only a good pen could beat him. But is there any other solution i guess Dom, I consider that a very good reason for keeping penalties. It shows that there is a clear skill to them, justifying their existence against an argument of "unfair randomness". They're the most practical solution by a long way.
