(Reuters) - Independent investigators have exonerated Lance Armstrong of doping during the 1999 Tour de France and found that the World Anti-Doping Agency (WADA) behaved in ways "completely inconsistent" with testing rules.
Dutch law firm Scholten, assigned by the International Cycling Union to investigate the case, referred in a statement on Wednesday to "misconduct" by WADA and the French national doping lab LNDD in a 132 page report.

no cyclist at the highest level is "clean", and Armstrong is certainly no different
Still amazing what he did though....

now he's admitted he used dopping some years before. all you have to do is wait for some years until he admits what verybody outside USA knows
