Noel seemed really depressed in that Matt Morgan podcast in May. And he's lost a lot in the divorce. Liam was playing Knebworth and playing around with John Squire, I think Noel pulled the trigger

Its an interesting question. My money would probably be on Liam, albeit through Debbie.
There would’ve initially been some organising done by their respective teams to meet each others terms, resulting in that mythical phone call thats been reported.
Quite what made things different this time we’ll never know for sure, Noel has seemed a bit depressed in the last 12 months. Maybe, along with his divorce, hes been realising the fragility of life. I also think in all the years of saying “youve got my number, call” he never thought Liam actually would.
But I guess unless they both say it in a joint interview then we may never know

I think it was set in motion when Noel said in the talk sport interview that he's open for a phone call. I'd believe that Liam's team contacted Noel's team first.

It was 100% Noel.
Thinking of Liam in that one interview where he said, "our kid's been called many times... he's going to be calling me. He split the band up on his terms, and I'll be getting it back together on my terms."
Liam has been doing quite well for himself, with the DM tour, Knebworth, the John Squire collab.
Noel called him.

I think Noel did the first move but I don't think he called Liam directly. I feel like he spoke with Liam's team and vice versa and they only first said hi to each other in that photo session (hence the awkward body language). And I want to believe they're now in France together actually talking and clearing the air.

I definitely think the combination of relationship breakdown and a slightly muted response to Council Skies prompted Noel to go for it finally. It’s also reaching the end of the time age wise when it could still be really great. They can spend 18 months going around the world, then each get a big boost to their respective solo careers to carry them into their 60s.

In all likelihood a framework for what would be an Oasis reunion has been in place for a long time. Such framework was certainly negotiated by Marcus Russell and Debbie and must have been in place for some 3 years at the very least. This point is important because while Liam would probably tell us he'd reunite Oasis for free just to make fans happy, there's no way whatsoever his management (a.k.a. Debbie) would let him go for it without a lucrative proposal on the table. This is also relevant because whatever contract structure they worked on will certainly give protections to one of the sides if there's any problem with the other side (for example, making Noel solely liable for any penalties if he pulls another "I can't work with my brother anymore" in the middle of a tour, or making Liam solely liable if Oasis is forced to cancel a gig for "laryngitis").
Noel was the one who was still uncertain about reforming Oasis. It's hard to know what compelled Noel to reunite the band, but when he decided he wanted to be part of Oasis again, he likely asked Russell to set up a meeting with Liam (even if just a Zoom call), under a heavily controlled setting. After it worked, both sides probably gave green light to turn the framework that had been on the table for a long while into a binding contract.

Debbie to Marcus is definitely the answer, but there's a couple of other pieces to the jigsaw too:
- Noel's (now infamous) "if he wants it, call me" interview. Of course, the headline missed out Noel's next sentence which was "but he won't because then we'd have to be in the same room and he knows how that would end". But Liam later confirmed he did intend call Noel's management and made him an offer to be involved in the DM tour which Noel rejected
- At the Cardiff gig at the start of the DM tour Liam said Noel was still playing 'hard to get'. Then when he introduced Lock All the Doors he said 'some people think this is a High Flying Birds song but I wouldn't lower myself'.
- Towards the end of the DM tour Liam was asked if he'd been touring WTSMG30 and he said 'might as well, got fuck all else to do'
Which suggests there'd been some sort of discussions around a reunion before the tour, Noel had refused (as confirmed by Liam) then the agreement came in late June/July. So I think we can deduce the initial offer came from Liam's side. The question is more about what changed and who made the follow up call to get things back on track.
