I think this severely minimizes the use of computers in music.
There are some really good programs you can make music with that can allow for the most complex or simplest forms of music, depending on what the user wants to create. Computers and programs hold a lot of potential for creating music that was once unthinkable or too complex to construct.
With that said, I would say yes, a computer is an instrumental tool for making music and holds a lot of potential.
