Who was better and why?

Obama.
Ronald Reagan's presidency paved the way for a lot of the problems that are causing issues in the U.S. today, most glaringly the outrageous economic inequality that exists.
Obama was good, not necessarily great, but he also was working against a Congress that was either divided or against him for much of his presidency. He had good interests in mind for the U.S. but was held back from fulfilling that.

The old myth of Obama not having congress.. He had both the house and the senate for the first 2 years of his reign and the senate for 6 out of 8. Clinton went against both a republican senate and house for 6 of his 8 years and had a better record than Obama.(minus his questionable conduct at times) I actually like Obama but the whitewashing of his presidency is kinda hilarious.
Edit: Granted, Bush junior had the congress for most parts and didnt actually do the right things but he is therefore is also considered a lower tier president. Outside that, the last republican president to have congress was....Eisenhower in the 50s...
Plus, one of the biggest issues that I had with the Obama administration had little to do with congress..it was the mess they left in libya

1. It's a presidency, not a reign. 2. Controlling only the Senate means nothing in a highly partisan environment (I would actually say that controlling the House means A LOT more. Senate can only take up the spending bill the house brings. If bills are dying in the house it doesn't matter if you have the senate). 3. Clinton was president during a far less partisan era. When bi-partisan deals were a lot more common. So that comparison really makes zero sense. You can't subtract a president from their era.

I don't even think Obama is a fantastic president. Solid -yes. Flawed - yes. But using congressional control as a litmus test, while ignoring the context of hyper-partisanship, is really shaky ground to be standing on.

Andrew Johnson was a drunk White Supremacist who sabotaged Reconstruction and helped to create conditions that have fomented racist violence and systemic racism ever since James Buchanan was a grotesquely corrupt bully who helped usher in the Civil War Andrew Jackson was a slaver who engaged in genocidal actions against Native Americans Herbert Hoover helped plunge the U.S. into the Great Depression then refused to provide any aid to a starving populace Etcetera.
