IF Oasis reformed, with the same lineup as how they ended (Noel, Liam, Andy, Gem, and Chris), do you think the 8th album would have a democratic system of songwriters again?
I think Noel would revert back to this, despite his purple patch of songwriting meaning there is no logical rationale for LAG contributed songs.
Maybe make an exception to one Liam song, if it’s as good as Song Bird, or All I Need. Otherwise, any album resulting from an Oasis reunion would need to be written only by Noel. None of this fucking Nature of Reality bullshit.

It would put them in a more stressful no-win situation in close proximity, and without the huge payout of a live tour.

I don't think it really matters tbh which two are there, what matters is that Gem and Andy don't have their songs on albums.
I'm more than happy for Gem and Andy being in a reunion line-up as long as their place in the band is like Bonehead and Guigsy's was in the 90s.

Bonehead for me was the only non Gallagher member I cared about, he shouldn't have left, the others were all ok, Guigsy, Tony, Andy, Gem... great guys, but Bonehead was like the third pillar, he really cared about the band, the band was his thing even before Liam joined, but the Gallaghers took over and the rest was history. Yep bang on. It's funny though that this actually was Bonehead, Guigs and Tony's band lol. Then Liam joined and then Noel.
