Noel is on record as saying that it came down to either Lyla or Eyeball Tickler. I think they went with the right one in Lyla. Lyla wasn't even part of Noel's plan, but it become a massive fan favorite, radio friendly, and great live. Eyeball Tickler is not nearly as radio friendly, but is a little bit more interesting.
I think an argument could be made to include both on the album - especially if it took the place of Meaning of Soul. I think Eyeball Tickler has more in common with Meaning of Soul than it does with Lyla.
But all three (Lyla, The Meaning of Soul, and Eyeball Tickler) wouldn't work, but a combination of two of them would.
So while I believe Noel got it ultimately right concerning Lyla's inclusion, I'm going with having both on the album, especially if you replace Meaning Of Soul with Eyeball Tickler.

It all comes back down to the need for a Masterplan 2 style release for 2000-2009. Which will never happen now. What we might get is a comprehensive b-side collection from 1994 to 2009. They missed a trick putting b-sides on the Chasing The Sun reissues. It would have been much better to have more rare unreleased material on them and then a Chasing The Sun style expanded Masterplan. Even if it only spanned 1994-1998. Then they could do 2000-2009 after reissuing the next four albums. Unfortunately I very much doubt we'll even see them reissued.
