^"She" is referring to Sara. It's been well documented that Sara doesn't want Noel reforming Oasis, so Noel feels she's "singing out a dead man's song", because the Oasis reunion is inevitable. Of course, the Mighty and the High is a pun on the Mighty I - which is how Noel referred to himself during the Chasing Yesterday album cycle. The second half of the verse is calling out brother Liam, mockingly saying that Liam is the "Who's Who", apparently pretending to care about Noel and the dead end that the brotherly relationship is now at.

We never should've left town in the first place
Now we gotta walk like they talk in the rat race
You keep your eyes on the prize if you want it all

^Noel acknolwedlging that he should never "have left town", meaning never should have left Oasis. But now that he has done, both Gallagher brothers need to walk the talk and playing the game ("rat race") and both want to out do each other (the "prize").

^Noel is the spider. Liam is the fly. They will meet. And Noel will devour Liam, as all good spiders do to pesky flies.

I think I’ve had enough
I’m gonna find my way back home

^Noel seeing himself as the unsung hero - he's still riding the horse, no matter how knackered his ride now is. And there's a crypric message in here: Noel has had enough. He will now be finding himself going back home to Oasis. Reunion in 2019. Bank on it.
