It's not bad but certainly not his best work. 'They Don't Own Me' is brilliant though.

Probably around 5/10 for me.
I didn't like it after the first listen, then it grew on me a bit but I have never listened to it in full since the release date. Most of the songs are too long, too many tracks feel uninspired and the omnipresent strings arrangements are often overdone.
They Don't Own Me is a standard Richard ballad but sounds great (even if it drags on a bit). Other very good tracks are Ain't the Future So Bright and Everybody Needs Somebody to Hurt. Hold On is ok. Can't even remember/don't really care about the rest.
Actually one of the best things about it is the Japanese bonus track, How the West Was Lost.
