Carole King.

A counter argument can also be made for Mitchell though "In 2003, Blue was ranked #30 on Rolling Stone Magazine's list of the 500 Greatest Albums of All Time,[17] the highest placement for a female artist" "Mitchell's approach to music struck a chord with many female listeners. I know too little about too many of these women to be able to have a "serious" opinion, but out of those I know it's got to be Joni Mitchell. One of my favourite voices of all time, and a writer of many great songs.
Anyway, reading those names got me thinking of a name that wasn't mentioned, which is Laura Nyro, if anyone else have heard abut her. She was completely unknown to me until last year, but better late than never I guess. I only like (well, as in "like it enough to want to listen to it again and again) three songs that she's done, but they're so good that I wouldn't care if everything else that she ever did was absolute shit.

Probably Kate Bush, although a few other fantastic ones there. But Kate scrapes it, for evidence of her genius, some songs on her debut were written when she was only 14!

Which other of her albums are any good, apart from Hounds of Love and The Sensual World? (that's not me being accusatory, btw - I would genuinely like to know. I only own those two in full, but if there are any others out there you think are good, I'd be only too happy to give them a punt.)

I'm all for Kate Bush either/or Joni Mitchell and Björk but has anyone considered the mighty Polly Jean Harvey? I mean, she isn't even shortlisted, while Jewel (!) indeed is. How about Chaka Khan?

The Sensual World is excellent, that was the first album of hers I bought and still my favourite. As a big David Bowie fan like yourself, I always thought Heads We're Dancing from that album sounds a bit similar to the man himself. The Dreaming is also very highly regarded and very arty, paving the way for the likes of Bjork but I prefer The Sensual World personally (the songs just seem that bit more fully fleshed). But there's a bit more anger and darkness to The Dreaming if you like that. Her debut The Kick Inside is probably the most tuneful so well worth a listen also.

I think it would be Joni Mitchell.
That said, I think Kt Tunstall is pretty great, at least the few albums I've heard I've enjoyed quite a bit.

It's not even close... Carole takes the cake. She often gets over looked because she worked in a music factory (writing songs for others essentially) at a young age and so the vast majority of her hits are actually performed by other artist... sometimes without credit attributed as well IIRC.
