I completely agree about The Rifles. I've seen them live 3 times and they're absolute great. You gotta see thme live. Their debut album has got quality songs like "Peace and Quiet", "Repeated Offender", "She's Got Standard".
Embrace are an another great, but shamely underrated band as well.

Not listened to The Rifles in a while but The Great Escape is a brilliant album. No Love Lost and Freedom Run are alright too but I thought their last one was poor.
For most underrated I'd say The Sand Band or The Twilight Sad. Was going to go with The Maccabees but they're probably a bit big for that.

Band of Skulls, totally. They're great, a powerful garage and blues rock, but still haven't received any type of hype.
I don't know if Band of Skulls is the type of 'underrated band' you are talking about, but it looks like for me, living in Brazil. They're not at all festivals though.

Future Of The Left. After the equally underrated Mclusky imploded in 2005, Future Of The Left arose in it's place to become the second major vehicle for Andrew Falkous's songwriting. They've consistently impressed me and others alike and are certainly my favourite band heralding from the UK right now. Bands like the Pixies, Shellac, The Jesus Lizard, Gang Of Four, Big Black, Fugazi, The Fall, Half Man Half Biscuit amongst others stand as their most obvious influences and they often get branded post-hardcore or noise rock, though personally I just see them as the harder end of alternative rock. Hard hitting, catchy, hook filled tracks are always a guarantee and lyrically the band always impresses, frequently wielding sharp wit and cynicism throughout their offbeat subject matters. Clearly they're not really one for the Oasis/The Beatles/Stone Roses/The Smiths/The Jam crowd but they're a great band nonetheless who deserve infinitely more than many other bands in the mainstream... They're my most favourite band together with The National since 2007. I do agree with you them being underrated, yet I don't want them to play in a huge venue or stadium. I love them how they are and don't want them to change.
