I think he's not Eavis's first choice. Probably are Muse, Foo Fighters, The Who etc. But if they can't I wouldn't be surprised to see Noel headlining it

Muse and Foo Fighters are both confirmed for Pinkpop, fat chance they'll play on Glastonbury too.

I think he'd be a weak headliner. He's a bit borderline. I think he'd be fairly far down on Eavis' wish list for that spot.
I know that his last album outsold several headliner most recent albums but they didn't get those headline positions off the back of those albums to so that is a moot point. They all have much bigger albums than those albums in the past that they made their name off and that is why they were headlining.
You could make a bit of an argument for Noel since he plays songs that were some of Oasis' high points and Oasis was indisputably a headline act...but his current solo career probably doesn't warrant a headline spot yet IMO. At least not without knowing how CY is received. But that won't really be known until March.
If he went too high on the bill and didn't get an awesome reaction he would get kicking in the press. Especially since Glastonbury is the festival that he criticized Jay-Z headlining about and got a lot of blow back for that.
Noel has said in the past that he likes the spot right under the headliner as the sun is setting anyways. I think second on the main stage or headlining the second stage would be a good place for him personally.

If Kasabian can headline Glastonbury so can Noel HFB1 in the UK outsold Wasting Light, 2nd law, Suck it and See, Velociraptor etc. 2nd biggest selling rock album of the 2011 after Mylo Xyloto In England HFB1 sold more copies than last year's (2014) Glastonbury headliners last albums. I think if would be really cool if Liam, Guigs, Bonehead and Alan came out wearing flesh masks of Noels band, and then pulled back the masks and Guigs cheekily grabs Noels mic and says "Reunion time" and Noel's shock turns to enthusiasm as he says "Yeah, why not?" and then they launch into Acquiesce.

Eavis says people don't get paid well for glasto .. its obv all about the promotion as arguably the most famous festival on the planet ...
One thing noel wouldn't do is waste an oasis reunion profit on glasto. WHEN it happens they'll do a residency for a week at Knebworth, they'll do glasto but only once they sold their tickets

At the moment, his solo stuff isn't popular enough to deserve to headline, but if there are a couple of big singles off Chasing Yesterday, then he could probably get away with it. If he headlines anywhere next year then I think T or V would be more likely.
