It probably sounded very very threadbare in its original form. Its been modified with the other band members and of course Dave Sitek.
Remember, the album is now a songwriting team rather than individual work like the first album. Surely this can only be a good thing for quality control.

I'm pretty sure the quote is actually adapted from the works of French revolution figure Jean-Paul Marat, in the 1790s. Now it's possible Tariq Ali quoted Marat, or outright plagiarized him, but I think it would be more appropriate for the author of this article to credit the true source of the quotation.
EDIT: Upon further research, the quote is from a play called "Marat/Sade" by Peter Weiss, and Marat's character said this in the play.

If only he can channel this excess of true pleasurable excitations to critical self-evaluation and of things he really like, and not just reassuring yet feeble attempts to convey where his dear preference lie and over-meticulous of the things he doesn't care for. Ahh the too restless to pay any attention to their motivations. These young 'uns-- they're all too much of the present, yet they scoff at those others' preferences.
