Unless the song on the Billy Elliot soundtrack is a different version from the original, it don't know how it's that different. A whole bunch of people were comparing it to that when it first came out. It's just the opening riff, not the whole song.

It's "Get It On" (or "Bang A Gong," for us Yanks) by T Rex. The Hollies song has a similar riff (lots of songs do, actually) but the model for "C&A" is "Get It On."
And I am pretty sure the T Rex song on the "Billy Elliot" soundtrack is "Cosmic Dancer." Maybe both are. I don't know. I know for sure that you'll find both songs on the T Rex album "Electric Warrior."
But, as an end note, let me just say that as much as I was initially surprised to find this topic brought up again, and to find someone who wasn't familiar with T Rex or "Get It On" (or the Hollies, for that matter), I sort of envy someone having yet to discover this great music. Then again, maybe you won't think it's all that great. I don't know. I'm an old guy (almost as old as Noel), and T Rex was a bit before my time, but I still really like him/them.
