Kidding I know it's a guiro.
Noel put a slide whistle (a children's toy) on importance of being idle, im sure a guiro was not far away from something he'd try. I think the guiro is perfect (and adds a lot of depth to an otherwise not so musically/lyrically interesting song) on wind up dream.

It's subtle little touches like that, that have made the album for me, something so simple really does help the song........remember watching an interview with Tom Petty about recording a song (can't think of which right now?) and he, the band and producer Jimmy Iovine thought it didn't sound quite right yet but couldn't work out what?.......Then one afternoon they were playing the track thinking what to do with it when a certain drumer named jim keltner (Worked with Harrison, Lennon, wilburys etc...) walked passed the studio whilst the song was playing...heard it popped his head round the door and said "This song needs a shaker on it" and wondered off, they tried it and everyone agreed that this was it the icing on the cake.....something so simple yet works so well. This guiro on wind up dream works brilliantly and a wonderful touch by whoever came up with it? (I'd imagine Lillywhite)

The sound of it really annoys me personally. Of course I meant this more as a joke than an actual criticism; it’s all a question of taste.
Also, I don’t think it was an actual toy keyboard in Champagne Supernova. I think it was just for the video. Remember that Whitey also played drums on a plate at the end!
