well, photoshop is the best way, but if you are just looking to make a joke and not make it look perfect you can use something as simple as Paint to crop a pic of their head down to a kinda square shape around it, then use powerpoint or publisher to paste the two together, the head on op of the other and print it out or use Print Screen to make a jpeg out of what you see.

If you are just looking to do it once and want it to look pretty good I'd help if you aren't good with photoshop, I have done this before and while it usually isn't perfect it sure can look hilarious!
