Note the question: UNSTABLE.....not worst album, not uninspired, etc but band instability
Why I picked the years and my thinking -
1994: Band officially in main stream.....not unstable 1995: WTSMG released....not unstable 1996: Liam is causing trouble....potentially unstable 1997: Noel said that before BHN was released the band was unstable....Possibly the most unstable 1999-2000: Band members leave, off the drugs, etc.....IMO their darkest time 2002: Still not good, but not as bad as 2000.....uninspired more, but that's not the question 2005-Present: Refreshed and reinvigorated....not unstable
So it's between 1997 and 1999-2000 for me
I'd have to go with the latter, though.
Either way, Oasis' darkest, troubled, worst, and uninspired times are behind them. Whether or not you like DBTT and/or DOYS is irrelevant, I personally believe the passion and drive and relations among the band members have never been stronger or as stable.

In 2002 Liam and Noel were doing well together so I wouldnt say that was unstable. Gem and Andy were becoming more comfortable in their roles and having more of an influence.

I would also say that at the beginning of the present tour I felt worried because they seemed to lack confidence. That has thankfully gone thanks to the South Americans!
