Well, I voted for the second option.
You've all encapsulated the debate quite effectively - techincal skill vs musicianship.
Noel has more than enough technical skill, but he is not a virtuoso - his strength lay in his musicianship.
There are very few guitarists that I admire more than Noel Gallagher because he has a fantastic style and is catchy beyond all belief!

He's not the best guitarist, but he's definitely good. Him being a great singer/songwriter goes without saying. But the reason I'm such a fan isn't because of him as a guitarist.

i did the second option also. I choice it based on pure skill alone. In terms of his actual playing in songs and such I think he is one of the most influential guitarists.

I'm not a specialist in the case of guitarist, so I can't judge by professional skill... But I like the way Noel plays guitar. I think, he does it good, sometimes - great (can't remember exact moments, sorry). I voted for "1 of the best guitarists ever".
