It measures how many physical copies of each single have been sold, and is one of the three main charts that determines the Billboard Hot 100 (along with the Hot 100 Airplay and the Hot 100 Digital Sales).
To be honest, making it to no. 9 on the chart is pretty meaningless. Noone really buys physical singles anymore, which is why the Digital Sales chart has been incorporated. Plus, the Airplay chart is taken more into account than any of the others. (I just checked on wikipedia to make sure Im right, and it mentions that a lot of the songs that go to no. 1 on the Hot 100 Single Sales chart never even make the Billboard Hot 100)
Even with a debut at no. 9 in this chart, they most likely will not make the top 100. Theyd need decent radio airplay and good digital sales of the single in order for that to happen, which isnt really happening.

Yea, I'm really at a loss as to why there wasn't a second single promoted. It really makes no sense.
