Just this minute via official Big Brother press release by Noel himself!

"The artwork that has been circulating the internet is not the actual cover artwork for the new oasis record. That picture is actually going to be one of the pictures on the inside of the sleeve. As it turns out it was released by a somewhat rouge mod at the official oasis inet site and it is being withdrawn. In fact the advertised album title and it's advertised statement of who the producer is also happens to be a bit off as well, as you can see in the picture below of the actual artwork for the upcoming new oasis record featuring the producer on the cover"
