does tha mic have an on off button?
is the mic battery powered?
is it connected to the mic in or audio input on your soundcard?

open sound recorder-->edit---->audio properties
and make sure that your soundcard is selected correctly for the sound recording, then you can make sure all volumes are up!

otherthan those, id have no idea why no working, sorry
