What format do I change my mpegs to when burning a dvd?

what do u mean ? i think u have to convert that into video_ts . audio_ts and burn them into data dvd . with vob files inside them

you have to convert your MPG files to mpg-2 satandard. a tool called TMPGEnc might help you there, it's very easy to use. Cinema Craft Encoder would be solution but it's not that user-friendly esp for newbies.
after you finished converting your videos to mpg-II you need to author these files with authoring software that finally converts your files to DVD standards (.vob)
place the vobs in the VIDEO_TS folder when using your burning software to create a video DVD

if you tell us what your doing then we can suggest different programs eg. vso divx to vob, converts almost any video into vobs and gives you a video_ts folder which you just burn to a dvd as a data disc and it plays as a dvd!
