there's not really such thing as "the best" software for that, it differs for everyone. personally I would say photoshop but there is a good free program (and therefore easier to get for free cos you dont have to find a crack and make sure its not infected with a virus) I see highly reccommended a lot called GIMP.

to be honest, the key is really knowing how to use the software you're using. someone who is experienced and knowledgeble with a lesser free program is still going to do better work than someone who has Photoshop CS2 but doesn't know how to use it.
