Yes, it's the same ring. Pretty sure he picked it up on the BHN tour and has worn it ever since.

I'm pretty sure he started to wear it when he decided that as lord of universe (as he arguably was at the time) he needed a mighty ring to reflect his royal status.

It's a high school class ring from some school in Louisiana. He bought it at a pawn shop in Japan.
It says "DWAYNE" and "90" as in, Class of '90... In some interview, Noel stated he tells everyone it's a ruby but it's really just pink glass. There you go...
